Victoria Worthen Lang

Senior Consultant

Victoria is committed to using her skills and experience in research, evaluation, and learning to develop actionable strategies and solutions that support organizational- and community-level change. She has supplemented her deep knowledge of public health with work in a range of disciplines, including nonprofit capacity, philanthropic learning, human services, education, criminal justice, and workforce development.

At Equal Measure, Victoria has collaborated with foundations and community partners to co-develop strategies and support their evaluation and learning needs. On projects such as the Aspen Institute Criminal Justice Reform Initiative’s Justice and Governance Partnership (JGP) and GSK’s STEM Equity Collective, she leveraged community partner relationships, developmental evaluation skills, and strategic thinking to build tools—such as theories of change—to develop long-term visions for initiatives in their early stages. Victoria has managed multiyear, cross-site evaluations of community health initiatives, including the Robert Wood Johnson Foundation’s Supporting Policy Ecosystems to Make Children and Families a Priority (ECOSYS) Initiative and New Jersey Health Initiatives’ Upstream Action Accelerator, to develop strategic plans and actionable recommendations for advancing health equity and community health outcomes. Other projects such as the Funder and Evaluator Affinity Network (FEAN) and the evaluation of the Hewlett Foundation’s Knowledge for Better Philanthropy strategy have allowed Victoria to engage in philanthropic field-building projects.

Prior to joining Equal Measure, Victoria held multiple research roles focused on community health and nutrition initiatives, including at the Center for Health Behavior Research at the University of Pennsylvania and the McSilver Institute for Policy Research and Policy at New York University (NYU). Her educational background includes a master’s in public health from NYU and a bachelor’s in psychology from Princeton University.
