Steph’s background is in social policy, evaluation, and data management, analysis, and visualization. They have worked primarily on projects within the education and youth development sectors, including postsecondary access, career pathways, and social emotional learning.

At Equal Measure, Steph contributes to a number of projects focused on systems change for youth and young adults and racial equity, using liberatory design and developmental evaluation approaches. They serve on the evaluation teams for the Bill & Melinda Gates Foundation’s Building Equitable Pathways, the Annie E. Casey Foundation’s LEAP (Learn and Earn to Achieve Potential) initiative, Lumina Foundation’s Prioritizing Adult Community College Enrollment (PACCE) initiative, and Jobs for the Future’s Pathways to Prosperity Network. Steph also contributes as a member of the learning and evaluation team for PolicyLink’s Winning on Equity campaign—a 25-year, cross-sector campaign to strategically link movement leaders, government agencies, and corporate partners to transform legal and regulatory structures that impact the livelihood of people of color.

Prior to joining Equal Measure, Steph worked for the Girls Inc. national office, leading data management and support for the network’s outcomes measurement system. In addition, they provided ad hoc evaluation support and training to both affiliate and national staff, especially in rapid evaluation methodology during the COVID-19 pandemic.
