Katie Mosher

Senior Consultant

Katie has more than 10 years of experience in quantitative and qualitative data research, program evaluation, and project management. She brings to Equal Measure a commitment to expanding access to education, with a focus on early childhood education and literacy.

At Equal Measure, Katie serves as project manager for a learning partnership with PolicyLink’s Winning on Equity campaign, a document review of the Bill & Melinda Gates Foundation’s postsecondary transformation initiatives, measurement guidance for the Boston Foundation, and an evaluation of the City of Philadelphia’s Anti-Violence Community Expansion Grant Program. She also provides qualitative data collection, longitudinal analysis, and deliverables for Lumina Foundation’s Prioritizing Adult Community College Enrollment (PACCE) initiative.

Before Equal Measure, Katie served as a senior project manager for the School District of Philadelphia (SDP) Office of Evaluation, Research, and Accountability. She designed the District’s evaluation strategy for its strategic planning and improvement process, and coached District leaders on using data to strengthen implementation of key initiatives. Katie also managed evaluations of district-wide early literacy initiatives and state- and federally funded grant programs.
