The Equal Measure Board of Directors announced the appointment of Amy Liu as acting chief executive officer, effective April 27, 2026. Ms. Liu brings more than 30 years of experience in nonprofit leadership, public policy, and research. She has served on the organization’s Board of Directors since 2019.
“Equal Measure has long served as an innovative learning and evaluation partner to some of the nation’s largest and most forward-looking organizations,” said Jason Ingle, Equal Measure Board Chair. “We believe Amy is the ideal leader to build on this strong foundation. Her long association with Equal Measure as a board member, her proven track record in working with communities to increase economic mobility, and her experience leading high-performance teams will benefit the organization and its clients tremendously in this next phase.”
For more than 40 years, Equal Measure has been at the forefront of providing actionable insights for foundations, nonprofits, and government. Ms. Liu’s appointment reflects Equal Measure’s commitment to its partnerships and to bringing a community-centered, equity-focused approach to learning, measurement, evaluation, and strategy for clients and partners.

Ms. Liu recently served as interim president of the Brookings Institution, where she led Brookings’ strategic assessment and strengthened it for its next chapter. Before July 2022, Ms. Liu was the vice president and director of Brookings Metro, a program she co-founded in 1996 and built into a leading resource for state and local leaders who want to promote more prosperous, just, and resilient communities.
